How to Ensure You are Complying with the Asset Management Requirement of Ohio Senate Bill 2 (Asset Management System 6019.24)

Ohio Senate bill 2, Section 6109.24 (B) states “A public water system shall demonstrate the technical, managerial, and financial capability of the system to comply with this chapter and rules adopted under it by implementing an asset management program” by October 1, 2018. This applies to all public water systems in Ohio.

The bill defines this further by stating that the asset management program shall include:

  • Inventory and evaluation of all assets

  • Criteria and timelines for infrastructure rehabilitation and replacement
  • Approved capacity projections and capital improvement planning
  • A long-term funding strategy to support asset management program implementation

The EPA defines asset management as “maintaining a desired level of service for what you want your assets to provide at the lowest life cycle cost. Lowest life cycle cost refers to the best appropriate cost for rehabilitating, repairing or replacing an asset. Asset management is implemented through an asset management program and typically includes a written asset management plan.” Because of the upcoming deadline and the significant amount of work that may be involved, organizations should start planning for compliance to this bill now.
